Objective
COSUMAF seeks a consulting firm to develop a unified accounting and prudential regulatory framework for all financial market participants in Central Africa. This initiative aims to enhance transparency, align regulations with international standards, and ensure financial stability by defining clear accounting rules and prudential norms tailored to the regional market.
Key Tasks
The consultant will assess current accounting practices and prudential rules, identify gaps, and design a comprehensive regulatory framework. The project includes developing the technical specifications for a securities accounting system architecture adapted to the specificities of the regional financial market, ensuring integration with existing financial infrastructure, and aligning with IFRS standards. Stakeholder consultations with regulatory bodies, tax authorities, and market participants will be conducted. The consultant will also provide training and awareness sessions, conduct system testing, and deliver a final report with recommendations for ongoing improvements.
Eligibility
This call is open to consulting firms with expertise in financial regulation, accounting frameworks, and prudential oversight. The team must include a Project Lead with at least 15 years of experience advising capital market regulators, a Certified Public Accountant with expertise in IFRS-based financial reporting, a Tax Expert specializing in the fiscal impact of financial regulations, and a Financial Market Supervision Specialist with a strong background in prudential regulatory frameworks. The work and all deliverables will be produced in French.
