Call for Proposals: Development and Implementation of a Financial Education Plan for Central African Financial Market

Objective
COSUMAF seeks a consulting firm to design and implement a financial education plan for the Central African regional financial market (CEMAC). The initiative aims to enhance financial literacy, improve investor participation, and support broader market engagement by addressing key knowledge gaps and developing targeted educational programs.
Key Tasks
The consultant will assess current financial literacy levels through surveys and stakeholder consultations across the CEMAC region, identifying obstacles to financial education. A structured education plan will be developed, targeting different audiences, including households, financial professionals, and businesses. The consultant will also propose an implementation strategy, design monitoring and evaluation mechanisms, and support professional groups in mobilizing savings and engaging with the market. Specific attention will be given to developing tailored programs for media professionals and increasing women’s participation in financial markets.
Eligibility
This call is open to consulting firms with a strong track record in financial education strategy development and implementation. The team must include a Project Lead with at least 15 years of experience in financial education and inclusion, a Financial Markets Expert specializing in market regulation and investor engagement, an Instructional Design Specialist experienced in curriculum development, and a Digital Communication & Marketing Expert with expertise in public engagement and behavioural change strategies. The work and all deliverables will be produced in French.
