Challenge

Dakar, Senegal’s vibrant capital, is home to nearly a quarter of the nation’s population. However, an underdeveloped and often expensive transport network has led to severe traffic congestion, road safety concerns, and over 70% of its residents relying on walking as their primary mode of transport.  This lack of efficient and affordable mobility solutions restricts economic activity and negatively impacts the daily lives of millions. 

Solution

EAAIF played a pivotal role in launching Africa’s first fully electric public bus network in Dakar. The Fund committed EUR 46 million to Dakar Mobilité, the special purpose vehicle responsible for the procurement, maintenance, and operation of the rolling stock and associated capital expenditures. EAAIF acted as co-lender alongside Proparco, providing significant debt to finance the acquisition of the 121-bus electric fleet. 

Impact

People

The BRT will transport 250k passengers per day to begin with, and is expected to increase to 300k passengers by 2027. The service will have multiple benefits including reduced waiting time for transportation, improved access to health centres, pharmacies and schools. Select users – elderly, students, people with disabilities – will also benefit from subsidised rates.

Planet

The e-buses will help avoid c. 16,400 tCO2e per annum.

Wider economy

A World Bank study found that half of poor residents in the Greater Dakar Area will have access to at least 8k additional job opportunities. A resident of Dakar should also experience a 7 per cent increase in access to employment opportunities.

Market transformation

This transaction will showcase a template for private sector investment within a public-private partnership (PPP) structure for a 100 per cent electric mass transit bus solution. The private sector will take on the operations and management of the overall project plan, which if successful, will have a demonstration and replication effect increasing the number of investors that would invest and deploy themselves to similar models in other cities in Senegal and/or other PPP projects within the city of Dakar.

Gender and Inclusion

The project company has a target to employ 35 per cent of women and increase the number of women bus operators from 6 per cent to 25 per cent. The Buses will be designed specifically to ensure access for women, the elderly and the disabled. Each vehicle includes one area for a passenger in a wheelchair with minimdakar um dimensions and six assigned spaces reserved for disabled, elderly, pregnant women, and women with children.
