About the Private Infrastructure Development Group
The Private Infrastructure Development Group (PIDG) is an innovative infrastructure project developer and investor which mobilises private investment in sustainable and inclusive infrastructure in sub-Saharan Africa and south and southeast Asia. PIDG investments promote socio-economic development within a just transition to net zero emissions, combat poverty and contribute to the Sustainable Development Goals (SDGs). PIDG offers technical assistance for upstream, early-stage activities and concessional capital; invests in early-stage project development and project and corporate equity through its project development solution, InfraCo; its debt solution EAAIF (the Emerging Africa & Asia Infrastructure Fund) is one of the first and more successful blended debt funds in low-income markets; and its guarantees solution, GuarantCo, provides credit enhancement and local currency solutions to de-risk projects. About the role
The HR Advisor is responsible for delivering efficient, effective, and compliant HR services across the organisation. This includes end-to-end administration and governance of core HR processes across the employee lifecycle, HR data management, benefits and leave administration, HR systems enablement, compliance, and vendor management.
The role ensures HR processes are aligned to business needs and delivers a consistent, positive employee experience. Working closely with stakeholders across functions, the HR Advisor drives best practices and continuous improvement initiatives, championing a culture of process excellence within HR Operations.
In parallel, the HR Advisor provides first-line HR Business Partner support to assigned departments, offering day-to-day people guidance, manager coaching, and consistent application of HR policies and practices, escalating more complex or higher-risk matters as appropriate. The role operates within a global functional set-up, partnering stakeholders across functions while ensuring key activities are executed effectively in line with local requirements, and is suited to an individual who can balance operational excellence with stakeholder partnering in a complex, matrixed environment.
Role and responsibilities
HR Operations delivery and governance
- Drive efficiencies in end-to-end HR operational delivery across the employee lifecycle, ensuring accuracy, timeliness, compliance, and a strong employee experience.
- Manage and continuously improve HR operational processes, SOPs, templates, controls, and documentation standards.
- Be part of our HR transformation initiatives, working with internal and external stakeholders to improve productivity through process streamlining, systems solutions and follow-through change requests.
- Maintain and update SOPs, process documentation, and internal guidelines.
- Facilitate regular reviews of SOPs to identify areas for improvement and integrate stakeholder feedback.
- Maintain HR data integrity across HR systems and employee records, ensuring audit-ready documentation and reliable reporting.
- Deliver core people reporting (for example headcount, movements, leave, attrition) and translate insights into actions and follow-ups.
- Drive service quality and efficiency improvements, including root-cause fixes for recurring issues and clearer stakeholder ways of working.
Core people process administration
- Ensure effective delivery of recruitment, onboarding, and offboarding processes, including documentation, compliance checks, and communications.
- On a needs basis:
- Coordinate local payroll readiness with the Payroll Manager (Finance) and external provider, and support payroll governance and query resolution as required.
- Administer benefits and HR programmes (enrolments, changes, vendor coordination, employee queries) and support annual renewal activities.
- Run operational execution of performance review cycles (timelines, system tracking, reminders, data consolidation, documentation support).
- Support learning and development administration (coordination, records, vendor management, tracking).
HR systems and HRIS enablement
- Serve as HR’s process owner and key point of contact for all HR-related systems, ensuring correct usage, workflow discipline, and user guidance.
- Support HR system enhancements and change adoption (requirements, testing, data quality, training, and communications) to strengthen operational reliability.
HR Business Partner
- Serve as the first-line HR advisor to assigned departments for day-to-day people guidance, case triage, and consistent application of policies and practices.
- Coach and guide managers on day-to-day people matters (for example onboarding, performance conversations, role changes), escalating higher-risk, complex or sensitive cases as required.
- Support employee engagement and culture initiatives for assigned teams and respective offices, including planning, logistics, and follow-through on agreed actions.
- Identify recurring people themes and operational frictions, propose solutions, and drive closure with relevant stakeholders.
Qualifications and education requirements
- Bachelor’s degree in Human Resource Management, Business Administration, or related discipline, or equivalent practical experience preferred.
- HR certification (for example IHRP, SHRM, CIPD) is an advantage.
Skills
- Strong HR operations discipline with high attention to detail, controls, documentation, and data integrity.
- Sound judgement and risk awareness, able to triage issues, apply policies consistently, and escalate appropriately.
- Strong stakeholder management and communication skills (written and verbal), able to translate HR policies and processes into practical guidance for managers and employees.
- Organised and execution-focused, able to manage multiple priorities and projects, tight timelines, and competing requests.
- Strong analytical and reporting capability, including proficiency in Microsoft Excel and comfort working with HR data and dashboards.
- HR systems capability: able to learn quickly, troubleshoot routine issues, and drive workflow discipline and adoption.
- Operational excellence and planning capability, able to analyse data, streamline processes, support change implementation, and plan HR operational initiatives aligned to business needs.
- Collaborative working style with a service mindset; able to build trust and handle sensitive information with confidentiality.
- Strong English proficiency; additional regional language capability is a plus.
- Working knowledge/understanding of employment laws and regulations and HR compliance requirements.
Experience
Generalist procurement experience covering a broad range of categories including:
- Proven HR generalist and HR operations experience with ownership of end-to-end employee lifecycle processes.
- Experience managing day-to-day HR operations.
- Working knowledge of Singapore employment requirements and HR operational compliance.
- Experience working with HRIS and HR technology (for example CIPHR, Workday, SAP SuccessFactors, IRIS, or equivalent), including maintaining data quality and supporting users.
- Experience partnering external vendors (payroll provider, insurers/benefits administrators, recruitment agencies) and managing service delivery.
- International experience and/or regional exposure across South and Southeast Asia essential. Experience of Sub-Saharan Africa an advantage
