About the role

The Private Infrastructure Development Group (PIDG) is a multi-donor organisation, which mobilises private sector investment to assist developing countries in providing infrastructure to enhance their economic growth and combat poverty.

PIDG Technical Assistance (PIDG TA) provides technical assistance grants and concessional capital products to PIDG Companies where needed to support and enable projects that they develop and finance. This funding may be utilised to meet a range of needs associated with infrastructure development and financing including the assessment and feasibility of potential investment opportunities, capital market development and building capacity of host country partners and local investors. In addition, PIDG TA also may, on a selective basis, provide funding to external entities.

The PIDG TA team is currently composed of six professionals based in London, Nairobi and Singapore.

The role holder will play a key role in supporting the development, evaluation and management of PIDG TA funding opportunities as well as supporting the day-to-day operations of PIDG TA. The role will work closely with members across the PIDG TA team and more broadly across PIDG Companies in Africa, to support the deployment of PIDG TA funds including for upstream advisory activities.

Role and responsibilities

Overall responsibilities

  • Support with PIDG TA business development activities in Africa and generate opportunities for the use of PIDG TA funding ensuring that they meet the agreed eligible uses, as these evolve over time.
  • Support in monitoring and reporting on approved funding utilization to ensure that all approved PIDG TA applications are effectively operationalised, managed and monitored by the relevant counterparties within the agreed scope, timeline and budget.
  • Support on the management and implementation of assigned active programmes including monitoring and assessment of their impacts.
  • Support on the evaluation of PIDG TA funding proposals and, when required, prepare concise recommendation and committee memos ensuring all relevant information is clearly articulated in demonstrating appropriate alignment with PIDG policy and mission in terms of legal, regulatory, policy, economic and/or financial implications and development impact.
  • Support  and coordinate on pipeline development and tracking.
  • Provide support in preparing documentation for committee meetings, attend committee meetings and ensure relevant actions from those meetings are documented in minutes and monitored for progress.
  • Act as a representative of the PIDG Group internally and externally, including in meetings with development partners, financiers and government counterparts.

Upstream Activities

  • Support on the development of upstream advisory activities undertaken by the PIDG TA team, including on the contracting and procurement of advisors, and managing the development of EOIs, RFPs and any other tender documents required for the assigned programmes.
  • Provide capacity building support at a government level, including transaction advisory work in relation to Public Private Partnership (PPP) projects.
  • Support the management and implementation of such activities in liaison with the Senior TA Manager and other PIDG companies in the case of PIDG institute events.

Risk Management

  • Work with the Risk, Compliance, Impact and Health, Safety, Environment and Social (HSES) teams to ensure that PIDG TA abides by the PIDG risk management and HSES policies and procedures.
  • Identify areas of risk relating to PIDG TA-supported activities and ensure these are appropriately managed or escalated.

Team Development and Management

  • Work to ensure PIDG TA remains an effective part of the PIDG group and to build the business and create value for PIDG TA within the PIDG group and externally.

Other Activities

  • Support in implementing the PIDG TA business plan and strategy.
  • Support broader strategic initiatives related to the PIDG strategy.
  • Ensure the integrity of all public disclosures by PIDG TA in accordance with PIDG policies and procedures

Skills and Experience

  • Experience within the finance and/or development sector; preferably with exposure to technical assistance within the infrastructure sector.
  • Experience reviewing and evaluating financial models and business plans to support transaction decision-making process.
  • Knowledge of and experience with policy and financing issues related to public-private partnerships and private investment in infrastructure.
  • Experience in developing, managing and implementing multi-party projects with defined objectives, deliverables, monitoring and evaluation of results.
  • Strong interpersonal skills, and a demonstrated track record of working effectively in interdisciplinary teams in an international environment.
  • Ability to communicate effectively (orally and in writing) with a diverse group of constituencies.
  • Adaptive: Able to draw on and apply previous experience and judgement to confidently deliver in the role.
  • Collaborative: Able to build strong, lasting relationships with a diverse mix of individuals, partners and businesses and to use these to share ideas and work collectively to resolve issues.

Qualifications and education requirements

  • University degree in a relevant discipline
  • CFA or CAIA qualifications or degree equivalents are an advantage
  • A knowledge of French would be beneficial though not essential
