PIDG: Independent Panel for Monitoring, Evaluation & Learning Oversight

The role is member of a 3-person senior independent panel providing oversight of the monitoring, evaluation and learning programme of the Private Infrastructure Development Group (PIDG).

About PIDG

The Private Infrastructure Development Group (PIDG) is a donor-financed initiative to mobilise private investment in infrastructure in the frontier markets of sub-Saharan Africa and south and south-east Asia, to help promote economic development and combat poverty. PIDG makes it viable for private investors to participate in infrastructure projects by using limited sums from its publicly-funded Trust to crowd-in many times that value in private capital. Since 2002, PIDG has supported more than 130 infrastructure projects to financial close.  The measurement and management of development impact is critical to PIDG’s mission. This role will support PIDG’s Monitoring, Evaluation and Learning agenda by providing independent expert oversight of PIDG’s activities in this area.  The Independent Panel is in place to provide assurance to the PIDG Board (and therefore to the PIDG donors) that the systems are robust and are delivering optimum value.  It will also play a role in ensuring that the learning from the MEL programme is embedded into PIDG strategy.

 Job description and duties

Main Purpose of Role

To act as a senior-level independent reviewer of the MEL activities carried out by PIDG, challenging the PIDG MEL team and reporting to the PIDG Board.

Main Responsibilities of Job

  • Read papers prepared for the meetings of the independent panel 3 times a year.
  • Attend meetings of the independent panel 3 times a year, providing expert comment and feedback on the overall MEL plan, on the Terms of Reference for specific evaluation studies and on reports.
  • Bring an independent judgement to bear on all issues relating to the monitoring, evaluation and learning activities of PIDG.
  • Provide occasional feedback to the PIDG MEL team on these elements at other times
  • Engage with and challenge the PIDG MEL team with constructive dialogue where necessary.
  • With other members of the Independent Panel, prepare a short annual report to the PIDG Board to summarise the view of the panel on the quality of the MEL work being undertaken.

Required skills and experience


  •   Experience of providing oversight and advice at Board level.
  •   Knowledge and experience of how the private sector can deliver development impact.
  •   Knowledge and experience of approaches and methodologies for evaluation, especially in a private sector context.
  •   Experience working on international development.
  •   Experience working in sustainable infrastructure, especially energy.
  •   Experience working with bilateral or multilateral donors.

Note:   It is envisaged that the 3-person panel will be made up of people whose skills are complementary in these areas. While all successful candidates will have some skills and experience in each, it is expected that each panellist will bring his or her own particular specialist expertise from the points above.

Contract: Fixed price contract for 3 years based on 3 meetings per year and review of documents between meetings.  Estimated time commitment 2 days per month.  Panel members are appointed in their individual capacity and report to the PIDG Board.
